Let’s start by clearly stating it would be a mistake to view 2005 outcomes only in terms of short-range gains and losses. GCAP’s effectiveness needs to be assessed in the context of the long term and here, the outlook can be said to be far more promising.

However, people from the global South were generally more critical, than those from the north when it came to GCAP’s immediate gains in 2005.  In spite of the campaign’s emphasis on confronting Northern governments and holding their feet to the fire, respondents from the South emphasized, instead, the value of bringing critical issues of Southern governance to centre stage. And, while not absolving northern governments, several northern based activists observed that as a result of the campaign, they realized more clearly the need to confront and deal with governance issues in their own countries before discussing issues of trade and debt.
